Can't Send Private Messages (PMs)?

The short answer is, you haven't posted enough. The new version of the boards (back to 3.0.6) includes an integrated group called Newly Registered Users.

Once you have posted three times, you are automatically moved out of that group and into Registered Users - from which you should be able to send PMs at will.

No, I think the entire feature is disabled until they have posted three times.
