History: The Charter in July 1994
The guild charter serves as our rulebook for managing the guild. Over the years, as the guild has grown and evolved, it has undergone numerous edits and amendments. Interestingly, the charter was initially a collection of several documents, a document for promotions, a document for each level of officers, each realm sometimes had separate addendums. These were eventually consolidated into a single document in 2017.

I. MISSION
The mission of the Order shall be the dedication to the advancement and fun of our brothers and sisters as well as to other Orders and people found in the lands of Yserbius and Twinion.
II. HIGH COUNCIL
A. The duties of the High Council (HC) shall be to make decisionss deemed of importance to the NOR on any subject matter.
B. A decision to be placed upon matters of the order shall be decided upon by a majority vote of the HC when a quorum of voting members of the HC are present.
C. All members of the HC have but one vote per issue.
D. Members of the HC have the final voice for the order thru their vote.
E. The office of the HC shall be reserved for those obtaining the rank level of 6 in the Order.
F. Presiding HC members have the sole honor to award members the title of DUNGEON MASTER. This must be an unanimous vote.
G. A vacancy upon the HC will be filled by either a current Duke of an individual with OUTSTANDING qualities and confirmed by a majority vote of the HC with a quorum present.
H. Matters concerning Duchies will include the Dukes, who will have a single vote upon Duchy matters only.
III. DUNGEON MASTER
A. A positions of the highest honor, only bestowed as outlined in Section II. F. of this Charter. NOR honored with this award are recognized for their outstanding achievement towards the overall, total mission of the Order.
B. A Dungeon Master has no special voting power in the order based upon this
award.
IV. OFFICES OF THE ORDER
A. Offices of the order of NOR shall be born when deemed necessary to the order.
B. The HC shall decide with a vote upon the opening of offices and their execution when deemed necessary as outlined in section II.B. of this charter.
C. Offices of the Order are:
Lord/Lady of the High Council
Duke/Duchess of a Duchy
Count/Countess
Scribe of the HC
Baron/Baroness
Herald
V. RANKS OF THE ORDER
A. Ranks are numbered 0 thru 6 in ascending order.
B. NEW= a newly joined member but not yet accepted into the order.
C. Squire (1) includes Honor, Court, and Elite.
D. Knight (2) includes Honor, Court, and Elite.
E. Champion (3) includes Honor, Court, and Elite, Baron/Baroness, Herald
F. Grandee (4)
G. Duke/Duchess Count/Countess (5)
H. Lord/Lady (6)
VI. PROMOTION WITHIN THE ORDER
A. Promotion is earned by the following: Helpfulness to others, Knowledge of the Game, Writs of Deed/Merit, Time/Service in the Order. Overall attitude in relation to other members within the Order.
B. Promotions are awarded by the Duke/Duchess of a Duchy or his designees. Dukes may promote up to level 4. C. The HC may promote up to level 6, with the approval of the Duke/Duckhess of the Duchy concerned.
D. The member being promoted will either email or POST in the Duchy to the Herald of the Duchy their new Rank and date of promotion.
VII. RESPONSIBILITIES OF OFFICES.
A. Each office of the order shall have a separate OFFICE MANDATE that will be emailed to that person upon assumption of the office.
VIII. CONDUCT
A. Members will conduct themselves in an Adult fashion.
B. Decorum of members will comply with all INN rules and regulations.
C. Any violation of the Sections VIII will be dealt with in an Adult manner and strictly in private between the member and a member of the HC.
D. Members will mutually support each other to the exclusion of other Guilds/Orders and entities, when said member is being persecuted by same.
IX. HANDLING OF MISCONDUCT
A. Explusion from the Order must be approved by the HC and Duke/ Duchess of all Duchies and be by an unamious vote.
B. A trial will be conducted in private before the HC/Dukes/Duchess’s A member under suspicion may call witness’s and be represented by another.
C. Grounds for trial are: Malfeasance, Violation of the Charter, Violation of the Office Mandate.
D. Convicted Violators of Section IX may be subject to sentences ranging from a WARNING to EXPULSION from the Order.
DECREE OF EMPOWERMENT
Be it known that deriving POWER from the consent of the governed, that the High Council of the New OutRiders does ordain and approve this Revised Charter. This Charter shall be amendable by a majority vote of the High Council. Only a closed session of the High Council shall be recognized to empower the vote taken to amend this Charter with all members of the HC and Duchies present or represented.
