High Council

The High Council has been the governing body of the guild since its inception in 1992 with the founding four members. It convenes High Council Meetings to conduct the business of the guild and vote on matters if needed. It is comprised of members appointed from its own ranks and promoted to the ranks of Lord or Lady.

The longest serving member of the High Council was Lord Abin Sur who, barring a question about a brief LoA in 2002, served for fourteen contiguous years as a seated and active member. The longest serving member chronologically by seating date, before her LoA in 2015 was Lady Roxanne who was inducted into the High Council in 1995.

Bucking statistics for the last twenty years, a high percentage of women have occupied the High Council, at times the split has been 50/50, sometimes even greater in favor of women. While the number of active officers below the rank of Lady remained low, and as a percentage population of the overall guild mirrored national statistics, it seems to be on the rise these days in both categories.

This page titles each High Council numerically from the 1st. This will include all Lords or Ladies who served during that period and what dates they went LoA or relinquished their seats. No note indicates a full year.

Twenty-Sixth High Council (2017)

The first HC meeting of 2017 gaveled in on January 8th, opening the twenty-fifth (25th) year of continuous operation of New OutRiders.

Twenty-Fifth High Council (2016)

The first HC meeting of 2016 gaveled in on January 10th and adjourned for the year on December 18th for a total of thirty-six (36) Open Meetings and three (3) Closed Meetings.

Twenty-Fourth High Council (2015)

The first HC meeting of 2015 gaveled in on January 11th and adjourned for the year on December 20th for a total of thirty-six (36) Open Meetings and seven (7) Closed.

Twenty-Third High Council (2014)

The first HC meeting of 2014 gaveled in on January 5th and adjourned for the year on December 21st for a total of forty (40) Open Meetings and seven (7) Closed. With Abin taking a Leave of Absence in September, Lady Roxanne became the senior member of the HC.

Twenty-Second High Council (2013)

First meeting gaveled in on January 6, 2013 and adjourned for the year on December 15th, 2013 for a total of thirty-six (36) open meetings for the year and a mere four (4) closed meetings. The HC also voted itself a brief recess during the month of August due to scheduling conflicts among its members.

Twenty-First High Council (2012)

First meeting gaveled in on January 8, 2012 adjourned for the year on December 16, 2012. The HC held forty-seven (47) open meetings and thirteen (13) closed meetings in 2012.

With Dalgrin departing in April that left four active members on the High Council. This may be the smallest the HC has been since its founding in 1994 and there were periods in the previous year during which only two or three members were regularly appearing at meetings.

Twentieth High Council (2011)

First meeting gaveled in on January 9, 2011 adjourned for the year on December 11, 2011. The year began with a monthly meeting schedule from January until September, weekly thereafter. The HC held eighteen (18) open meetings, seven (7) closed meetings and one (1) emergency session in 2011.

Nineteenth High Council (2010)

Gaveled in on January 10, 2010 keeping to a bi-monthly schedule. Adjourned for the year on December 5, 2010. There were nineteen (19) open meetings and seven (7) closed. This year marked substantial turnover of seated HC members, with four (4) of the nine (9) taking a Leave of Absence. Arthur and Rae voluntarily by declaration; EdU and SweetPe by default.

Eighteenth High Council (2009)

Gaveled in on January 11, 2009 with a bi-monthly schedule, adjourning for the year on December 13, 2009.

Seventeenth High Council (2008)

Gaveled in on January 6, 2008 beginning with what appears to be a weekly schedule, but concluding with a bi-monthly schedule mid-year and adjourning for the year on or about December 7, 2008. There were twenty-five (25) open and nineteen (19) closed meetings during the year.

Sixteenth High Council (2007)

Gaveled in on January 7, 2007 adhering to a weekly schedule adjourning for the year on December 16, 2007. There were forty (40) open and twenty-eight (28) closed meetings during the year.

Fifteenth High Council (2006)

Gaveled in on January 8, 2006 adhering to a weekly schedule adjourning for the year on December 17, 2006. There were forty (41) open and twenty-six (26) closed meetings during the year.

Sixth High Council (1997)

Written records and documents prior to 1997 become extremely rare. Most of what comes before this date has been pieced together through deduction, investigation and educated guesswork. The farther one goes back, the more likely the information is incomplete or simply wrong. Without evidence to the contrary, this is the best semblance of an accurate accounting that can be made with the information available.

This is likely the largest seated High Council in the history of the guild with seventeen (17) members, although it appears not all served at the same time.

Fourth High Council (1995)

The first High Council that did not have a founder as a seated member of the HC. There is some evidence to suggest that Damien, Elidriel and Messalina were still present in game in some fashion, but they chose to no longer serve on the HC. None of the previous members of the High Council remained except Avatar.

With the departure of Damien and Messalina, this the last High Council that would include founding members of the guild.

Sub Lords

In the single meeting minutes from 1994 these two are specifically designated as "Sub-Lords" but there is no other information regarding this position.

Letter from Avatar

An undated document (believed to be sometime in 1994 prior to his promotion to Lord) of NOR signed Duke Avatar of RPI addresses three issues:

  • First, the matter of expanding the system of ranks. Elidriel is named in the letter as forming a sub-group of NOR called RedPHOENIX which had no ranks, or had ranks the members could designate themselves.
  • Second, the organization of the High Council itself, suggesting what constitutes a quorum, who should serve, how many and how one would remove an HC member or Duke or make changes to the Charter.
  • Thirdly, was the infamous duel between Bromber and Grognard. Bromber challenged Grognard purportedly for "the honor of Elidriel". Grognard had called for charges be brought against Elidriel for alleged violations of the nascent Charter. Although the matter had already been resolved with the "retired" status of Elidriel and an apology, the challenge was made and the stakes of the joust was the deletion of one's toon. Grognard was defeated, but rather than erase his character, resigned from NOR intead. This letter from Avatar urges the High Council to reinstate Grognard to the HC notwithstanding which ultimately was done.

There was without a doubt quite a bit of melodrama on TSoY. It was possibly 70% or more of the game ;-p
