It's an Excel sheet made by one of the toptier CWs in the game (and I had the chance to play with him. He's... really really good.)
It compares many things, like the relative worth from one stat to another.
If you're trying to calculate the Survivability stat, when you're fiddling around with values, the highest suvivability stat wins.
DPS is a bit tricky... I'm not sure how he calculated it, but I will go look for his formula.
