[ESO] PTS Update 5 patch notes

Game Update 5 is now on the Public Test Server, which means it will be coming our way soon! Included are some nice additions, like dungeon and solo-instance scaling; Veteran City of Ash; crafting certification, along with crafting writs and survey reports; Undaunted Enclaves and Pledges; and much more.
