Stronghold Rewards
-Stronghold Artifact Weapons are now available for purchase from "The Outfitter" in your guild stronghold as opposed to being rewarded from a quest "Weapons of the Guild." A marketplace rank 8 or above is required in order to purchase these weapons.
-The artifact, Siege Master's War Horn, is now available for purchase from The Outfitter in your guild stronghold. A marketplace rank 6 or above is required in order to purchase this artifact.
-Strongholds Enemies that appear in Heroic Encounters are now randomized based on the rank of the Guild Hall.

Here are my thoughts.
Weapons of the Guild is handed out at Guild Hall 16, and every second guildhall rankup increases the maximum level of the other buildings (So a Rank6 Guildhall lets you upgrade buildings to 3, A Rank8 Guildhall to 4, A Rank 10 Guildhall to 5, etc.). The Catch was: all you had to do was do the quest and be done with it.
Now, you have to upgrade another Structure IN ADDITION to the hefty Guildhall 16 requirement.
It's a nice artifact to fill up your slots and will do hefty damage to enemies with low HP.
However, just like many of attacking artifacts (Dragon Hearts, Valindra, Chromatic Storm), it suffers from massive cooldown and not enough damage to justify the cooldown.
On my character the Siege Master's Horn only deals 13K damage at Legendary. With only one strike. And I get 4 additional hits worth 13K damage... if 4 other teammates have this artifact. So... 13k * 5 = 65K damage every 2 minutes. Big damage, huh?
Stronghold enemies are meh, we just kill them like the rest.

Siege Master's Horn is kind of a disc one nuke: it's amazing early in game and can be sucky to decent at lategame.
